I think that's no surprise, since Scheme is a "dialect" of Lisp. According to the Wikipedia article on REBOL, Lisp (along with Forth, Logo, and and Self) influenced the design of REBOL.

Unfortunately I just don't know enough about Scheme to be able to make my own judgment.
